Background:
India, the world’s third-largest GHG emitter, ranks seventh on the Global Climate Risk Index 2021, highlighting its vulnerability to climate change. The country has committed under its NDCs to reduce the emissions intensity of GDP by 45% and achieve 50% non-fossil fuel power by 2030. Rapid urbanisation and rising consumption patterns, however, put pressure on infrastructure, transport, housing, and basic services.
To advance sustainable urban development, the Government of India launched the Smart Cities Mission (2015), aiming to deliver core infrastructure, resilience, and quality of life improvements. Recognising the role of cities in meeting national climate targets, the Indo-German cooperation project Urban-Act: Integrated Urban Climate Action for Low Carbon and Resilient Cities supports national and local governments in planning and implementing climate actions aligned with the SDGs.
Objectives:
In India, the project works with state and city stakeholders to strengthen policy instruments, develop technical tools for evidence-based decision-making, and build institutional capacities for climate action.
In Goa, existing data systems and reporting structures are fragmented, with no standardized MRV system to track GHG emissions. At the city level, Panaji lacks a baseline inventory and a structured system for periodic monitoring and reporting. This assignment therefore aims to establish a state-level MRV framework while piloting its implementation in Panaji, thereby enabling systematic reporting, improved decision-making, and alignment with national and global climate commitments Tasks to be performed by the contractor.
Tasks of the assignment:
The assignment aims to design a state-level MRV (Measurement, Reporting and Verification) framework for GHG emissions in Goa, pilot it in Panaji through a baseline inventory, and build institutional capacity for long-term adoption. The work shall align with national and international MRV standards and integrate GEDSI considerations.
- Framework Development by reviewing relevant national, state, and global MRV systems, stakeholder consultations. And draft a standardized state MRV framework template.
- Prepare baseline GHG emissions inventory for Panaji by collecting two thematic sectors
- Institutionalisation & Capacity Building Develop a 5-year roadmap for Goa’s ULBs. And conduct trainings and workshops for state and city officials.
